ProcVersionSignature: Ubuntu 4.13.0-36.40-generic 4.13.13

Thanks. This may be related to the OpenBLAS library, see for example
upstream bug report https://savannah.gnu.org/bugs/?47400.
I am unable to reproduce with 4.2.1 on Ubuntu 17.10, but this may be
affected by the specifics of your system or timing.
Can you try again with OpenBLAS multi-threading

Yes, sorry this is a "Reverse" bisect, so v4.12-rc4 should be good and
not bad.
I'm also going to build a v4.12-rc3 kernel with my configs to confirm
it's bad. I'll post that shortly.

I am experiencing same error.
For me plymouth --ping is continuing to hang. Here is the output of
'strace plymouth --ping'
execve("/bin/plymouth", ["plymouth", "--ping"], [/* 52 vars */]) = 0
brk(NULL) = 0x5604650d1000
access("/etc/ld.so.nohwcap", F_OK) = -1
