Same issue here! After upgrade systemd from 229-4ubuntu21.10 to
229-4ubuntu21.15 and a reboot, ssh did not start anymore.
As ugly workaround i ran #mkdir -p -m0755 /var/run/sshd && systemctl restart

What may be happening is there is a .dpkg-dist file in /etc/apparmor.d
for snap-confine indicating that the user made changes to it prior to
upgrade, upgraded but chose to keep the changed profile instead of the
distro profile so now there are missing rules.

Do you have repro steps that don't involve fetching from github? We can
only really work with setups that use ubuntu repositories, because
there's no way to tell how software from outside is set up.
