As @chiluk mentioned, this feature is implemented as a standalone plugin
which has no influence over any of the existing source code, and instead
adds code which is only reachable through a new subcommand. Even if a
regression was introduced, it would be limited to users
so can someone with permissions please drop support for s390x, so that
Mono builds again for Ubuntu? Or anyone going to try the settings to
make it build again for s390x?

Searching nvidia.com for that GPU seems to recommend installing driver
'430.50'. So please try:
sudo apt install nvidia-driver-430
At present that will give you 430.26 but version 430.50 is in bionic-
proposed so will come in a future update for Ubuntu 18.04, soonish.

Sound issues with kernel 5.0.0-31 update

KUbuntu 19.04
Upon kernel update from 5.0.0-29 to 5.0.0-31 audio cuts out after a few
minutes.
Booting from 5.0.0-31 media playback is normal but sound cuts out after
5-10 minutes. Restarting pulseaudio resolves the issue temporarily,
however it cuts out again in 5-10
