The host is bionic - surprisingly (as I thought it was the obvious fix),
adding kvm to the modules to be loaded didn't help
It turns out that previously, passing /dev/kvm through like this was
enough:

I also removed solaar, which had an indicator (but I think it's showing
through app-indicators), with no luck.

I just had a similar problem trying to call a confined app from a
classic one in Python:
subprocess.run("command", stdin=open("/file/path", "rb"))
The way around it is either reading the file into memory and feeding it in:
subprocess.run("command", input=open("/file/path", "rb").read())
Or
I think this was poorly implemented. If any of the concerned parties
wish to discuss here, great. Otherwise I'll file a bug on.

I have just uploaded this fix to Ubuntu, it is waiting in the review
queue. Per the procedure, when it is accepted you will be asked to test
the fix again, this time installing the packages from bionic-proposed
repository.
Also updated the bug description to
Verified for all architectures in the 5.3.0-21.22 build that the signing

Ill try the ppa and report back.
cloud-init is not doing anything special here, we render the config and call
netplan generate.
If we take cloud-init out of the picture, and just have a file in /etc/netplan
it will still fail due to the udev issue you specify. Shouldn't netplan itself
