Specific to the Raspberry Pi, when flash-kernel is executed to copy
things to the boot partition, only the dtb of the Pi that it is being
executed on is copied. In order to support moving the SD card between Pi
models, flash-kernel needs to copy *all* dtbs provided by the

realmode fails in the 5.3 kernel on Azure, I believe this may have
something to do with the instances as we don't see this failure on other
clouds. Only in a few cases on AWS, on baremetal.

The initial commit that went in doesn't even fix the problem due to a
typo/confusion. The proposed manual workaround was OK but the merge
proposal was not.
