pulseaudio and not using alsa, so I don't think it is related to

I am attempting to install Ubuntu 20.04 LTS to my SANboot LUN before
upgrading to the kernel provided, but it appears that the installation
fails at the "updating initramfs configuration step".

I tried to reproduce the error you mentioned in a brand new Focal
container and I failed. It works as expected. My attempt was installing
the freeradius package and run the commands you described (check the
config and restart the service).
