running under a Kubuntu 20.04.1 host. After the update the guest boots
up and I can log into a console session but as soon as I log into a

The latest Intel NIC based LOMs do not work fully on Focal.
These devices have 4 ports, but only two seem to work and this has been
seen on at least two different systems using LOMs based on this.
We've discovered via testing that while the i40e driver in 5.4 fails,

we'll look into it. The vmdk-stream-converter source package has had a
minor change between focal and groovy but it doesn't explain this issue.

Yeah, there is no /sys/firmware/acpi/tables/SPMI* at all on that system.
So the difference must be in the code that makes it reach that path with the
Focal code but not on Bionic.
