This happened because NetworkController.start() raised an exception. The
failure mode is pretty bad here, probably a failure in a start() method
should crash the whole server?
Not sure what the "AttributeError: 'NoneType' object has no attribute
'ref'" stuff is about either.

Since we don't have a reliable test procedure for triggering the KVM
emulation failures, I did basic smoke tests on VMs using seabios from
mitaka-proposed. Things look good, and general NMI functionality seems
to be working correctly.
I've also confirmed with affected users that this version has
Hi, downgraded masakari units to Bionic and re-ran the same test
scenario. I can also see notifications eventually fail and do not get
stuck in "running". Adding tag for bionic as well.

Mellanox has confirmed that OFED5.3 installation fails with this patch
and they are working to check older versions. They have asked us to keep

I'd be happy to make that change and add the test cases, but I'm still
not sure which patch we landed on. I'm rather indifferent so I will
leave the discussion to others before adding those test cases to
whichever method we decide.
