Ah, I hoped it would be some Ubuntu release, to make a test case for SRU. [1]
So far, I can reproduce it either in Mint 20.3 (with MATE 1.26) or in Ubuntu
MATE 20.04 with Fresh MATE PPA added [2] (again, for MATE 1.26). Not sure if a
PPA would be allowed for SRU testing, though I can try.

PC wakes up after shutdown command (PC is off for 2 seconds then restarts)
Seems to be related to the PC having network connectivity (alx driver).
PC didn't wake up after one attempt while having the network cable removed, and

I'm also having the identical problem with external monitor connected
via only HDMI. No problem with DisplayPort.
Screen does not wake up from sleeping when using refresh rate 240 Hz. It
is fine with 60 Hz.
My graphics card is RTX 2070 Mobile
Using Ubuntu 20.04.3 LTS and Nvidia driver 470.86
Same for me since 5.13.0-23-generic.
PC: ASUS PN-50
