I have the same issue with Dell Precision 3541 using Ubuntu 22.04 with Wayland.
Video card is NVidia Quadro P620 and I am using propretary drivers with

I do get the wireguard connections when i run "nmcli c"
when i delete those connections with nmcli c delete uuid. It deletes the
connections and clears the netplans too.

First, thank you!
I don't run duplicity via the command line. I run it using the Ubuntu
GUI app "Backups" which I believe is just a gui-name for deja-dup. In
that setup I have a saved Preferences which governs how the Backup is
done, which files/directories to back up, which to exclude,
