I had the same issue. In my case it turned out that gnome-control-center
had been uninstalled. I'm not sure why, but reinstalling fixed it.

I'm also getting a segementation fault with mencoder having just
upgraded to ubuntu 14.04 LTS.
The command I'm using is:
mencoder tv:// -tv
driver=v4l2:device=/dev/video0:normid=5:input=0:norm=PAL:fps=25:alsa:adevice=hw.2,0:forceaudio:brightness=0:contrast=0:hue=0:saturation=0:buffersize=1024
I just experienced the same issue upgrading from ubuntu 12.04 to 13.10.
I still have enough space to continue the upgrade but no idea what the
message was telling me.
