I tried downgrading console-setup to 1.34ubuntu3 (I got the source package from
LP), but that did not fix the issue.
When I downgraded console-setup to 1.34ubuntu2 and Capslock LED worked
again !
So it seems that a change in 1.34ubuntu3 has caused the Capslock issue.

Is this even valid ? I mean passing an event as an argument to a
function that expects a logic input ?
Btw, your code does not compile, not even with ModelSim.
I modified it as follows:
