I'm trying to use pam_passwdqc, but I'd like for PAM to verify the old
password before trying to give me a new one.
As is, if I use passwdqc it will go, here's a new password, now what
was your old one?.
I tried to simplify it to the above test case, but perhaps I went too
far and too soon
No, I don't think this is at all related to PAM (the only thing PAM does
with chfn and chsh is authentication)
Surely though, this would be something that applies to any NSS source,
not just LDAP, right?
Also sound relevant to the Network Authentication specification.

chfn only understands
is passwd not supposed to prompt for the old password before setting the
new password?
--
passwd ignores the pam auth section

Public bug reported:
When I try to run pppoeconf it asks for admin privileges and then says:
$ pppoeconf
glibtop: This machine has 1 CPUs, 1 are being monitored.
This option is not available. Please see --help for all possible usages.
That's great. I'm glad it has 1 cpu. What option is not
Setting general.useragent.extra.firefox to Firefox/1.5.0.4 Gecko also
works, and that key is defined by default
