I am having the same problem, though haven't yet tried making a static
connection in KDE System Settings.
I made a report that turned out to be a duplicate. Though mine is with the
Ralink RT2500 driver.

I'm using a MSI DUAL NET CARD to connect to my home wireless g network
using Kubuntu Feisty Fawn 7.04. When using 6.06 it connected fine, but
now when connecting to wifi it stops at 28% configuring device, this
happens for multiple wireless networks and nothing seems to
