Public bug reported:

I installed Ubuntu 21.04 this morning, and I can't left-click anything
with my trackpad. I can move it, and right-click things with it, but the
left-click button does nothing.

I can confirm this is not a X or Wayland bug because it occurs when I
use both.

I can confirm it isn't a kernel thing because I have no issues in Fedora
34, which uses the same kernel.

And it's no GNOME issue either, because it happens in MATE. I haven't
tried KDE yet, but I don't think that will change anything.

This leaves me in a complicated situation where I have no idea what
package the problem it in, and the same X, Wayland, GNOME and kernel
versions have no problems in Fedora, and I've tried GNOME with both X
and Wayland in Ubuntu groovy and there are no issues there.

Anyway, for now I am putting up with GNOME's Dwell Click feature.

This is a fresh install, the only things I've changed are the following:
- Remove snap (apt purge snapd)
- Install GNOME Software and Flatpak (apt install --no-reccomends
gnome-software-plugin-flatpak)
- Install MATE desktop environment to see if the problem lies in GNOME (apt
install mate)
