Having consulted legal, the terminology difference was because of the
difference in context
1. the user is just looking at Online Accounts, legal notice doesn't
necessarily apply to what they are intending to do
2. the user is actually being asked for their personal details, and wants to
know
So what do you suggest? Adding text on the left, with legal notice in
line?

rendered by the online account, e.g. facebook. I don't believe we need
two spinners at all.

Looking at the design of User Accounts and Networks for comparison, the
Add feature of Online Accounts actually behaves quite differently.
Selecting add account changes the content in the right hand side column,
whereas add elsewhere actually launches a popover. For now I think we
leave this as
