I have the same problem with 3.13.0-151-generic on Xubuntu 14.04.0 x86.
The computer updated automatically and, after a reboot, the laptop was
unbootable.

The GRUB boot menu is displayed with 'Ubuntu' listed first. If I select
it or if the countdown reaches zero, the computer screen turns black,
restarts, and then the BIOS screen is displayed again after which the
GRUB boot menu is back.

The second option in the GRUB boot menu, 'Advanced options for Ubuntu',
lists kernel -151 and its recovery mode, neither of which work. It
always ends in a boot-loop.  3.13.0-149 and its recovery mode were
listed below and work without issues.

I've taken the drastic measure of disabling all updates and also purged
linux-headers-3.13.0-151-generic, linux-generic, linux-
image-3.13.0-151-generic, linux-image-extra-3.13.0-151-generic, linux-
image-generic, linux-tools-common, linux-tools-generic, etc.
