I'm encountering the same issue, and I can confirm it started only after
upgrading to 19.10 from 19.04 a few days ago, so this is definitely a
regression caused by a recent change.

Apologies for the hostility; I've been attempting to get wireless
working properly after discovering there are unfixed bugs and issues
with the standard tools, trying to work around those and getting
stymied, and finally trying to install something else to get somewhere
and then getting sacked
