Public bug reported: Issue occurs when performing a 'do-release-upgrade' from 18.04 to 19.04 within a WSL 1.0 environment.
According to the GitHub issue below, this is because wsl 1.0 cannot support lxd. https://github.com/Microsoft/WSL/issues/3664 After aborting the lxd install the upgrade finished with a single error and a working system with broken lxd.
