Here is the output from lspci on my system. The salient part is:
01:00.0 VGA compatible controller: nVidia Corporation G72M [Quadro NVS
110M/GeForce Go 7300] (rev a1) (prog-if 00 [VGA controller])
Subsystem: Dell Device 2003
Flags: bus master, fast devsel, latency 0, IRQ 16
Other OpenGL applications like Google Earth work fine on my system. This
could also be a specific interaction between compiz and the nvidia
drivers. Compiz hangs in Unity and in the classic desktop. Like
everyone else, compiz is fine with nouveau for me. I also have a
GeForce Go 7400 in my system
Plugins work now for me as well after the updates. Thanks! -ets

I see the same behavior on a new Lucid install. The above workaround
also works for me.

I can confirm this is broken on my system with the 117-3 upgrade. udev
starts up, but it totally ignores the rules. I have a temporary
workaround that will at least let me log in until this is addressed,
thanks to Google. Add these lines to my /etc/rc.local file:
chmod 666 /dev/null
chmod 666 /
There's a temporary workaround you can use:
(1) Install a GTK theme like QtCurve. A default Kubuntu install will
only have Raleigh (unpleasing) and QtGTK (doesn't work).
(2) Run gtk-chtheme (in Universe) and select the new theme.
Hope this helps.
