I found a solution to the problem: I had an old CDROM (Samsung SM-316) I
replaced it withe a new
NEC AD 7170 and the installation of kubuntu 7.04 works!

I have an ASUS P4B266 Mainboard (Intel 845D Chipset, ide disk and cdrom) and a
1.6GHZ Pentium. I get permanently the same error booting the 7.04 CD.
However kubuntu 6.061 works fine on the system.
Looking into casper.log: the system tries to open /dev/fd0, /dev/sr0 and
finally fails with
