This only seems to affect my computers that have Nvidia display cards.
My laptop with an Intel display card works fine.

I get the same thing when running Kate from Unity. A general problem
with KDE apps perhaps?

I am also affected on 32bit natty, although I only saw kded4 using 100%
cpu and not knotify4.

This seems very similar to what I am seeing on my system if I use 2.6.37
instead of maveric's usual 2.6.35. I have been running ubuntu off of a
flash drive on this system since 9.04 and only recently stared to
encounter this. Unlike the original report I have never had the
accompanying kernel
Make that significantly reduced appearance with 2.6.37. I still managed
to trigger the bug by going into sleep mode while using a cellphone as a
modem over bluetooth.

The new 2.6.37 kernel seems to have fixed the issue for me. A .deb is
available form http://kernel.ubuntu.com/~kernel-
ppa/mainline/v2.6.37-natty/

This seems to be the same bug as reported here:
https://bugzilla.kernel.org/show_bug.cgi?id=15994 They also propose a
