The upstream bug has been closed, but it's not really what this bug is
about. The reporter was asking for some way to differentiate between
complete and incomplete files outside of transmission. The simplest way
to do this is to implement a keep incomplete files in directory
feature, as apparently
The transmission part of this bug is essentially a dupe of bug 183501,
and since tracker has already been fixed, I'm closing the transmission
task.
