Thank you, I tested as you described and popups opened without any problems in
Firefox 50.1.0.
It is not working in Seamonkey 2.46, but I'll post this to Seamonkey forum.

The Problem is not fixed in Firefox 50.1.0.
When adding "" without quotes to exceptions, "http://; automatically
appears just before "". "http://; can't be deleted.
