My Ubuntu affected with this issue too: 10.04 Lucid, kernel 2.6.32-30, Intel E6600 overclocked from 2.4GHz to 3.4GHz. I have windows XP installed on the same PC, and frequency scaling/reporting works fine (for example tools like cpuZ, OCCT, speedFan show correct frequency values). Looks like
