I confirm fredrik-o response: The bug is fixed partially only. Any of my computers have the same problem with updated aptdaemon package. The download progress display field is expandable to limited size only (5 lines). If window is larger than 5 lines then a blank space is displayed below

I have the same problem on more physical PC's and VMware virtual machines including Ubuntu 17.10. I suppose it is not Unity problem but update manager in GUI. The issue persists at least two years from version 16! Actually I have only one server running with old Ubuntu 14.04 LTS which is OK. All
