Sorry for the delay. I modified a file
/lib/udev/rules.d/40-libsane.rules to add my specific scanner i.d.
code near the bottom of the Epson listings because it did not include my
model. I added the line as follows:
# Epson Perfection 3170 | Epson Perfection 3170
ATTRS{idVendor}==04b8,
I know now it's not a bug in ubuntu itself nor in sane. I got it to
work after more research. Sorry to trouble you. Thanks for your

OK I checked permissions for my basic admin acct and made sure I added
privileges for sane. In addition, I added the scanner name and id
settings to the sane rules file following the instructions here:

Apparently this may not be a bug
As of Feb 2011, this problem still persists.
Upgrading from 10.4 to 10.10 breaks with this error: An unresolvable
problem occurred while calculating the upgrade: E:Error,
pkgProblemResolver::Resolve generated breaks...
