It's definitely reproducible. I've described the whole reproduction
process in the original bug report.
The white flash appears either when a brick is placed or a new one is
spawned. Either way, there's a flash when you use a brick. The flash
occurs while the T brick is in play, and it flashes in
Public bug reported:

White flash on the screen every time a brick is set, and intermittently
flashes white when the T brick spawns.
