You don't need to install the headers package for the test kernel. The
only packages you need to install are: linux-modules,
linux-modules-extra and linux-image-unsigned .deb packages.

We can perform a "Reverse" bisect to identify the commit that fixes this
bug in 4.11.0-1.6. It is easiest to bisect the mainline kernel. Per

I received information that this is how -proposed works for kernels. It
appears you are trying to install the kernel before the signing bits are
done.
