issue, keepass doesn't use the 2.0 runtime it uses the 4.0 runtime.

I don't think it can be solved besides disabling parallelization in either
openblas or python.

all remaining supported upgrade paths besides lucid - precise should now be
dh_python2 - dh_python2 which should have no issues.
for lucid its not worth a fix as there is a simple workaround.

It is a bugfix only release that fixes among other things some quite bad
memory leaks:
gh-2973 Fix `1` is printed during numpy.test()
gh-2983 BUG: gh-2969: Backport memory leak fix 80b3a34.
gh-3007 Backport
the script still crashes but differently (in PyArray_Item_INCREF,
numpy/core/src/multiarray/scalarapi.c:332)
This needs to be discussed with the numpy developers, it does not seem
related to the packaging.
