I was finally able to get Wireshark to run by reinstalling the missing
libs using 'sudo apt install libname --reinstall'.
Debsums showed that there were hundreds of missing files from the system

Please see bug #1800105 where I describe the failed install to SSD using

Public bug reported:
I was attempting to setup c-icap to handle scanning against clamav for
our Dell FS8600 NAS, but there is a problem in /etc/c-icap/c-icap.conf
which prevents the c-icap server from starting.
Line 232 of /etc/c-icap/c-icap.conf reads:
ModulesDir ${prefix}/lib/x86_64-linux-gnu/
Forgot to mention that I also updated the vmlinuz and initrd.img links
by hand in /boot to point to the 3.18.0-25 versions.

https://www.raspberrypi.org/forums/viewtopic.php?f=56&t=124682
Added 'exit 0' as second line in /etc/initramfs/post-update.d/flash-
kernel and the package finished installing OK.
