access to the dir aliased to /static (and that looks like apache 2.2
rather than 2.4-style access control?).

python-lesscpy is suggested in the Horizon package:

AFAIK there should be no need to run compress as the Ubuntu package
includes the compressed resources already.

It looks like a bug in packaging rather than in Horizon itself. I've
retargeted it to the Ubuntu Horizon package, so the Ubuntu guys can take
a look.

FWIW, it looks like python-lesscpy isn't a hard dependency of the Ubuntu
package, so you probably need to install it explictly if you want to use
compression:
sudo apt-get install python-lesscpy

Django_openstack_auth needs to be updated to at least 1.0.6 as there's
an incompatibility between django_openstack_auth 1.0.6 and new
keystoneclient versions (= 2.0) that breaks the project switch
dropdown.
