With kernel 5.0.0, it occurs almost each time I power up my desktop, but
if I hit Ctrl-Alt-Suppr, it can successfully boot on second or third
run.
And moreover, this bus can occur with kernel 4.18.0-17 too, less
frequently.

My old password contained the string %m (percent sign, m), I'm pretty
sure polkit-grant-helper badly mangled this string before validating th
password.
Hint :
- type your password, but don't hit Enter,
- switch to a text console and run
