Gnome visual effects not retained after reboot

Attempted update through synaptic. Existing kernel was
3.13.0.29-lowlatency. Tried to install 3.16.0.29-22. Synaptic failed to
install and launched this error reporting dialog.

Made certain that I also simultaneously installed appropriate new
version of headers to match new kernel in Synaptic.

Gentlemen:
The reported problem is absolutely repeatable on my machine. When Gnome
first starts, all application screens lack the usual minimize, maximize
and close icons in the upper right corner of the window. To correct
this, I open the Gnome Appearance Panel and the properties indicate

All of the settings specified in the gnome-appearance-properties applet
are forgotten when a reboot occurs. This affects all of the windows
transitions, mouse cursor sizes and colors, etc. Setting the values to
the desired choices appears to take
