It seems that you are trying to install mariadb which is not co-
installable with mysql, due to that it is trying to remove mysql. During
its removal it tries to stop the mysql service and the error happened
because the
@Stefan you might be correct. The development of run-one seems stalled
for many years, I subscribed Dustin (the maintainer) to see if we get
any feedback.

I did set up a Focal container and installed rabbitmq-server, also
changed the default config to match yours (setting "ulimit -n 1024"),

Since this is a non-critical issue, I think it is best to wait until it
get merged upstream to fix it in Ubuntu.

Thanks for the detailed steps on how to reproduce the issue. I know you
faced this issue using vmware technologies but since I do not have a
setup in hands to test it, I gave it a try to reproduce it in my local
setup with qemu/libvirt and I was not able to get the same results:
