Confirmed here too. Instead of using my Intel 520 HD, the system is
using: "llvmpipe (LLVM 6.0, 256 bits)" (The details section from GNOME
Center).

I am facing the same issue.
Don't you think that the bug is actually in being blocked by a 3rd-party
package in the first place? In this case for example, libgbm1 is a
package which is also available in the Ubuntu 18.04 repositories. The
upgrade manager should have been able to automatically
The real workaround is: Change the repository server from [your country]
to the main servers of Ubuntu.
I did that and it worked well.
