This is still an issue in 18.04 however, it seems finally fixed in
18.10, the systemd developers do say it has been since systemd version
240.
If at all possible it would be great if this can be backported for 18.04
considering the length of support.

We have the same issue on 16.04 LTS with several systems using cinnamon.
It seems to hang on the cifs mounted network share, 1tb + and a million
+ files for some users.

I can confirm this issue on 16.04, networking is up because a sshfs
mount is working before the nfs mount starts. Mounting the nfs share
during boot is attempted but times out. I can manually mount the share
once the system is up.
This did work in 14.04 (no systemd) from which I upgraded.
