I seem to be afflicted with the same issue. Multi-monitor setup, the layout pop-up comes up after login (though it doesn't render properly, I just know to click the rightmost square), left/right displays have to be flipped manually, etc. Kubuntu 18.10, GTX 1060 (using nvidia driver 415.27), i7-860.
