Yes, modemmanager process is respawned when there is some client that
need it and it is not running. That means that you will need to shut
down network-manager to avoid it starting again. Does that improve
shutdown time?

It might be that what I am seeing is just the shutting down of
modemmanager (disconnecting, disabling modems etc.), which sometimes
could take some time.

I have set up a daily rebuild PPA of this as a workaround until some
Ubuntu developer uploads a new version:

In Ubuntu that will be:
sudo /usr/sbin/modem-manager --debug > /home/$HOME/MM.log

"sudo killall modem-manager".
