Not sure about the current status of this, since I've moved to 18.04 and
20.04 now. But maybe someone just update the status of this bug report.

Now I can confirm, applying the patch mentioned above brings my PC back
to normal.
Short summary for everyone else who might read this bug report: Download
and save patch as patch.diff and run:
sudo apt-build install --patch patch.diff libgl1-mesa-dri

Hi, I agree, the fix seems to be this

But it's not yet available. So can anyone point me to an explanation how
to build such a package from source and install it? I'll be able to
patch it myself.

I used apport-cli -c to create Bug #1916463 as the suggested workaround
did not really work out. I will add the other requested files there.
Maybe then this bug can be closed as being a duplicate.
