I may've found a workaround that doesn't depend on installing any other
packages or switching to gnome:
Keyboard settings, shortcuts, navigation, switch windows of an application
This was set to disabled, despite Alt+` already switching windows of an
application. I explicitly set it to Alt+`,
Should've mentioned I'm on 12.04
