Mark, isn't what you describe the responsibility of the user? If person
is receiving lots of mail they don't expect to read he/she should
configure the mail client to filter these mails as Mark As Read when
they arrive. This way no Blue Hint occurs because the message is not
New/Unread.

Part of the problem is that Windows users don't know about Ctrl+Page Up.
Windows only uses Ctrl+Tab. And since everything else in the windows
world also does (eg., Firefox, Chrome, Opera, all Windows programs,

The problem with making Alt+F5 a toggle is that the user does NOT know
what he's getting.
User has a almost maximized window and taps Alt+F5 to restore the
window. But instead it maximizes. So then he's got to hit Alt+F5 again.
It is MUCH preferable to have keyboard shortcuts for OFTEN done
