When the trove packages are installed, the /var/log/trove, and /var/cache/trove
are created.
These directories need to be rwx by the trove user, but this is not the case.
Current permissions:
$ ls -al /var/log/trove
d--r-x 2 trove adm4096 Apr 16 03:24 .
drwxrwxr-x
The fix in pbr should have fixed this for heat as well (heat-cfntools
install was failing because of a failure in the pbr install which is a
dependency)

I debugged this some more, and the issue seems to be that pbr fails to install
if git is not already installed on the instance.
I'm working on a fix. Stay posted.
