is that the unlocking prompt should at least happen in the phone and

When we carried out user testing for the OOBE/Wizard experiences, non of
the users complained about tapping the Continue button after WiFi
connection was established successfully. In fact, some of the users felt
reassured when a tick appeared next to the selected network. This showed
them that
Ok, the passcode/passphrase lock screen should never be shown again in the demo
after user initially set it up.
However, the SIM lock screen will show up after finishing the OOBE setup, after
swiping away the Greeter.
