Personally I don't need the kernel backported.
But I just found out that on linux 13.6.0-4, suspend still fails *on
battery power* and also on AC after first trying to suspend on battery.
Perhaps this is unrelated to the original bug?
This is what I found in syslog:

There is the problem that suspend fails, I can't suspend to RAM. Most of
the times when I choose suspend, nothing seems to happen except for the
network-manager disconnect/reconnect. Sometimes the system freezes and I
have to do hard shutdown. At least once it kinda suspended, but on
resume instead
