Thanks for the pointer, I checked and was doing everything correctly. The test they suggest, sh -c 'kill -SEGV $$' does result in apport offering to file a report of bash crashing. Openoffice still fails to start. Still no apport action. Still shows the exact same segv in gdb when I run it.
