Ubuntu 17.10 here, final solution for me was #36. Not enough with a blank file in /etc/NetworkManager/conf.d/10-globally- managed-devices.conf and not solved modifying directly on /usr/lib/. I had to cp the file from /usr/lib to /etc/ and modify "unmanaged-devices" to none there, as Silje said.
