I've noticed this as well (a 1.8 GHz Pentium M with Radeon 9800 can't even play a normal-size YouTube clip in SD).
However, it only appeared on Firefox and Chromium. I tried the same sites in Epiphany, there they worked fine. Epiphany can even play 720p YouTube content just fine on this machine. Could it be that it's connected to audio somehow, and that audio initialization for Flash inside Epiphany is different?
