It is now clear that this fault applies to Ubuntu 16.04, not to any
specific Linux kernel version. I have found that Ubuntu 17.10 with the
same current Linux (4.13 35/40) does not have the fault, but 16.04.3
running on the same hardware and with the same Linux does show the
fault: boot-up only

The results are Ubuntu build-dependent:
For 16.04.3 there was no problem with earlier builds such as 4.13 29/32
and the most recent version that worked was 4.13 32/35. All build
updates with kernels beyond that show the fault and won't boot-up: they
just reach a frozen log-in screen.
I have retested this with the upstream kernel 4.16.0-041600rc4-generic,
and the symptoms are the same: boot-up only gets as far as a frozen
log-in screen.

Found same/similar problem with Intel-based desktop, running 16.04.
System crashes when screen timeout expires.
Behaviour was correct when previously working with 14.04

After the previous failed update, I ran the install -f command again
(this time with a much more useful response and an invite to do a
upgrade, which I accepted).
After that completed, I again ran the update and it at last succeeded!

Thank you for the response. I have tried both actions recommended:
clean and install-f and ran the update again. The result was no
different, with the completion message Package operation failed.
Please advise how to safely run fsck.
