As a workaround, I wound up setting the BIOS clock time to match UTC
which is the timezone that the installer was using. I was able to
complete installation that way.

I believe this was fixed in a later release of magnum. You can try the
following workaround in magnum.conf:
[drivers]
send_cluster_metrics = False
Basically, this is crashing the periodic tasks which are responsible for
checking on the status of the stack
